Peoples in Decline is the eleventh scenario in The Rise of Wesnoth campaign.

Background
Lady Jessene had accompanied the First Crown Prince of Southbay across the Great Ocean as his navigator,[1] while Lord Typhon had aided them on their journey.[2] It was on this journey that they had encountered a volcanic island inhabited by drakes, the northernmost island of Morogor. The prince managed to pacify the drakes during his visit, although the drakes later managed to rearm themselves.[3]
When the prince died, his younger brother launched a war against the Wesfolk, Jessene's people, and made the Wesfolk's Lich-Lords desperate enough to open gateways to the Old Continent, allowing large numbers of orcs to invade the Green Isle.[4] As a result, the people of Green Isle fled to the Kingdom of Southbay, from which they set sail across the Great Ocean towards the Great Continent, led by Prince Haldric.[1] He brought with him Jessene and Typhon, as well as a valuable artifact, the Ruby of Fire, although this caught the attention of the Lich-Lord Jevyan before they departed Southbay.[2]
