Overhauled the Language selection dialog to make it more informative, including displaying translation progress and making it easier to select highly-incomplete translations.

Editor mask files
The map/scenario editor is now able to load .mask files again.
Replay achievements
An achievement being completed in a replay no longer no longer completes the achievement for the player watching the replay.
