Reloading not working for sides other than side 1

Previously when reloading a turn as any side other than side 1, that side's units were unable to move or take any action until their next turn.

Python tools

A variety of fixes and improvements have been made to Wesnoth's Python-based tools.

Lobby tab selection

Clicking the same tab in the multiplayer lobby multiple times no longer swaps the games view.

Resizing via preferences works correctly

Resizing the window via the resolution selection in the preferences to a larger size no longer results in new space being completely black.
