Peoples in Decline is the eleventh scenario in The Rise of Wesnoth campaign.
Lady Jessene had accompanied the First Crown Prince of Southbay across the Great Ocean as his navigator, while Lord Typhon had aided them on their journey. It was on this journey that they had encountered a volcanic island inhabited by drakes, the northernmost island of Morogor. The prince managed to pacify the drakes during his visit, although the drakes later managed to rearm themselves.
When the prince died, his younger brother launched a war against the Wesfolk, Jessene's people, and made the Wesfolk's Lich-Lords desperate enough to open gateways to the Old Continent, allowing large numbers of orcs to invade the Green Isle. As a result, the people of Green Isle fled to the Kingdom of Southbay, from which they set sail across the Great Ocean towards the Great Continent, led by Prince Haldric. He brought with him Jessene and Typhon, as well as a valuable artifact, the Ruby of Fire, although this caught the attention of the Lich-Lord Jevyan before they departed Southbay.
Upon landing at the volcanic island to re-provision their ships, the Green Isle refugees encountered the drakes. Despite Haldric's attempts at diplomacy, the drake Gerrick remained suspicious and, with help from Kegrid and Merkush, launched an offensive against the humans, forcing the humans and merfolk to retaliate. In the ensuing battle, one of the merfolk ventured into the central body of water on the island, finding a storm trident. As they took it, they were attacked by Bitey, a sea serpent, who had come in support of the drakes.
In spite of Bitey's interference, Haldric and his men were able to secure the island by defeating Gerrick, Kegrid, and Merkush. As a result, the remaining drakes gave up, allowing the refugees to re-provision their ships. Jessene remarked that the drakes might help delay any orcs who would follow them to the Great Continent. From afar, Jevyan's familiar watched the events taking place.
